VDR: “Merchant shipping is the key to resilience”

In his government statement, Federal Chancellor Friedrich Merz announced his intention to strengthen Germany’s competitiveness and attractiveness as a business location.

The German Shipowners’ Association (VDR) welcomes the measures, but warns: ‘Shipping must become an even greater political focus.

“Without a strong maritime industry, there can be no reliable supply and no robust economy,” explains VDR President Gaby Bornheim. “Anyone who seriously wants to strengthen Germany’s resilience must not treat maritime shipping as a marginal issue – it is the backbone of our export nation, guarantees stable supply chains and is essential for the industrial location.”

Shipping is more than just transportation; it also secures basic supplies, contributes to crisis resilience and creates strategic independence. According to the VDR, a competitive merchant fleet is not a matter of course, but a “strategic necessity”.

“Germany must specifically strengthen its maritime infrastructure and protect its interests at sea,” demands VDR Managing Director Martin Kröger. “Around 62% of all German exports and 60% of imports are handled by sea – this shows how much our economy depends on shipping.”

The association is appealing to the new government to provide impetus for safety, streamlined framework conditions and continued fair competition for shipping companies in Germany. The VDR had already recognized potential for the shipping industry in the coalition agreement between the CDU/CSU and SPD. For example, the tonnage tax is to be safeguarded and the agreement offers further points of contact for the maritime industry.

“Shipping is systemically relevant – for Germany’s economic strength, supply and strategic ability to act,” says Bornheim. “That’s why we now need a determined, forward-looking policy – in close cooperation with the industry.”
